Parade Safety

This parade would not be possible without the cooperation and support the City of Thomasville provides. The city encourages events such as the parade because it brings people downtown but in the interest of public safety new ordinances were added to the city code in the early 90's.

Sec. 54-13. Prohibited acts at certain public festivals and events.
It shall be unlawful for any person to commit any of the following acts, while attending any public festival or event listed in this section:
(1)   Spectators shall not have in their possession, leashed or unleashed, any animal, reptile or fowl within the festival area. The term animal for the purposes of this section shall be broad in nature and mean any four-footed creature. Leader dogs for the blind or sight impaired are exempt from this section.
(2)   The sale, use or possession of liquid string, pyrotechnics, including poppers (a round object when thrown to the surface will explode and make a popping sound), are prohibited.
(3)   Spectators shall not ride or use any skateboard, bicycle or any other conveyance moved by human or motorized power. Wheelchairs for handicapped are excepted from this section.
(4)   It shall be unlawful for any participant or spectator in any public festival, public event or parade to willfully or intentionally possess or have access to any firearm or other dangerous weapon. Dangerous weapons are those specified in N.C.G.S. 14-269, 14-269.2, 14-284.1 or 14.288.8 or any other object capable of inflicting serous bodily injury or death when used as a weapon.
For the purposes of this section, public festival or event shall include but not be limited to:
(1)   The Everybody's Day Festival;
(2)   The Jaycee's Christmas Parade;
(3)   National Night Out celebration; or
(4)   Other festivals or events approved by the city manager

We absolutely agree with all of these conditions primarily because of the small children which will surely be in the congested audience. We apologize for not posting the ordinance on this website prior to the parade last year and for any inconvenience this oversight may have caused. In future parades we will include these warnings in a press release prior to the event.
